Personal Injury Claims Have Almost Halved Since 2019
New CRU data confirms what many of us have suspected: the PI market is shrinking, fast.
At just 209,669 claims in H1 2025, volumes have dropped 48% since H1 2019. That’s nearly half the level seen just six years ago.
📉 It’s not just one area driving this:
- Motor: ↓ 52%
- Employer liability: ↓ 57%
- Public liability: ↓ 24%
- Only clinical negligence is rising
This isn’t a temporary dip. Post-pandemic pressures, claims reform, and economic conditions have fundamentally changed the landscape for claimants, and for law firms.
These trends are continuing. At 209,669 claims so far in 2025, we’ve seen a 11% drop on the same period last year.
Fewer people are claiming. Fewer claims are getting through. But the public still needs help, and access to justice still matters.
